Hi Mr.SHINOMIYA

# chmod +s /usr/sbin/kppp

solved the problem but not stable.  Fax can be sent as USER.  

$ cu -l /dev/modem
Connected. 
AT 
OK 
~[localhost]. 
Disconnected. 
$


After testing several times the problem came back again - USER could not
send fax

$ cu -l /dev/modem
Connected

It hanged here


I could not understand why.

I will try your suggestion later
