Because you say it hangs even as ROOT by the above test.
You also say it works kppp and send fax as ROOT,
but I suspect that.

I have a lucent modem and get the result below.

$ cu -l /dev/modem
Connected.
AT
OK
~[shinobar].
Disconnected.

How about kppp as USER?
